RFR 8144189: Turn off Tiered compilation for nashorn test262parallel test run

Actually, even with Tiered compilation off, I can not get consistent 
test262parallel test run with *product* build anyway :(

It may be better to avoid this workaround fix completely -- and wait for 
that hs-comp double-free fix to hit jdk9-dev.
