RFR 8027137: Merge ScriptFunction and ScriptFunctionImpl

  The javadoc comment in ScriptFunctionData#makeBoundFunctionData refers 
to {@link ScriptFunction#makeBoundFunction(Object, Object[])} which is 
now called createBound.
