RFR: 8034170: Digest authentication interop issue

Michael,

So this change adds a net/system property to revert to the old behaviour, which makes sense. And the name is in line with the other http.auth.digest.* properties. I agree with this approach.

Specifically on the changes, just a few comments: 
1) delimCompatFlag can be made final, by removing the default false value.
2) The test copyright header needs to be updated.

Otherwise it looks ok.
