RFR (11): 8206001 Enable TLS1.3 by default in Http Client

Hi Michael,

This looks good to me. I have tested this changeset both on
jdk/jdk11 and jdk/jdk and all my results are green.

I also ran tier1, tier2 and tier3 tests on jdk11.

I'm glad to see that the rare intermittent failures I was
seeing before this patch have now disappeared from my tests results.
