RFR [12] 8211099: ProblemList two networking tests until jtreg b14 is promoted

The following two networking tests have an issue when jtreg
performs its post-run clean up actions ( which is tracked by
8208690 ). The jtreg issue, 7902259, has been fixed but is 
not yet in a promoted build.

Re-ProblemList two networking tests until jtreg b14 is promoted.
