Public API to get the search list that is used on the system

I searched the bug database to ensure that this request had
not come up before, and found nothing. I took the liberty of
filling the following JIRA to track the enhancement request.

"Support retrieving the system's name service configuration”

If the above enhancement were available, then it would be
a suitable replacement for any code accessing sun.net.dns.-
ResolverConfiguration directly. I think that this would make
a good addition to the java.net package.
