Yes, you can “watch” an issue, component, or subcomponent, BUT
you need to be, at least, an OpenJDK author.

Unfortunately, I believe it is not possible to watch / follow / subscribe
without being an OpenJDK author. 

You could ask for a definitive answer at ops at openjdk.java.net or
help at openjdk.java.net
