I don't disagree. Unfortunately not much progress has been made in this
area, yet. I remember discussing this with some folk while at the 80th
IETF meeting in Prague, in 2011. Specifically at the time, the
discussion was around prototyping Happy Eyeballs [1] at the
java.net.Socket level.

I am hopefully that this renewed effort, that is ongoing here, will
eventually address this long outstanding deficiency.

I'll make sure that all the JIRA issues are linked up appropriately, so
that this issue, 8170568, is not overlooked.
