RFR: 8280949: Correct the references for the Java Security Standard Algorithm Names specification

In the JSSE specification, the reference to "Java Security Standard Algorithm Names" specification is documented as "Java Cryptography Architecture Standard Algorithm Name Documentation".  As should be corrected.
