Thanks for providing context, Alan. I agree it may make more sense to skip
the two-phase disablement of this feature. The number of people who rely on
this AND follow release notes in recent JDKs is probably very low.

I have filed https://bugs.openjdk.org/browse/JDK-8353440 to track disabling
this feature by default.
