[request-for-comments] on making GOAWAY handling more explicit

Hello everyone,

I have created a small overview here about a topic currently hard to 
tackle when servers send GOAWAY the current generic IOException leaves 
the client quite "blind" what has happened, details are described here:

I would appreciate feedback/thoughts from other about the topic either
