RFR: 8367904: Test java/net/InetAddress/ptr/Lookup.java should throw SkippedException

Hi all,

Currently test java/net/InetAddress/ptr/Lookup.java print message and return when test can not run normally. I think it's better to throw jtreg.SkippedException rather report test passed when test can not execute normally.
