Rather than having two `@run` lines I'd suggest to split this into two full blown jtreg comments - using e.g. 

@test id=default

for the first, and

@test id=preferIPv6

for the second. That makes it easier to track down which configuration is causing problems when the test fails.

Also we tend to use Junit 5 (jupiter) in new tests in preference to TestNG when possible.
