Support for hardlinks in Windows XP?

I upgraded a few machines in the lab yesterday and used the opportunity 
to bring one of the Vista 64-bits machines to SP1. It has the same bug! 
This is, the 32-bit build runs fine under WoW64 but the Win32 call to 
create the symbolic link always fails without error with the  64-bit 
build when the process doesn't have sufficient rights.
