6728674: File events API should prevent unnecessary UNMOUNTED events if possible.

Umashankar,

Prakash has fixed 6728674 in snv_96 so this should address the 
underlying issue that causes those watch key cancellation issues you 
observed when monitoring directories on automounted file systems. I have 
a workaround in the code for this so the fix should be transparent (we 
just need to check there aren't any side effects). The workaround needs 
to remain until the interface changes in the kernel needed to fix 
6636438/6636412 are resolved.
