Review Request For 6950237: (fs) Test java/nio/file/Path/CopyAndMove.java does not work correctly when test dir in on VFAT

Hi All,

Please help review the fix to CR 6950237. It fixes both nio source code 
and the corresponding testcase.

In nio implementation, the logic of checking "vfat" fstype is added. In 
the CopyAndMove testcase, it now added logic to check whether the 
underlying filesystem supports the posix attributes before doing the 
validation. Thanks!
