Intriducing NIO functionality to Java 1.4

Hi Dehan, 
you can do polling, i.e. having a thread that periodically checks if something change since java 1, 
i think that there is a code in apache common-io that does that, if you don't take a recent release, 
perhaps it will be 1.4 compatible.
