Draft JEP: Socket API for Remote Direct Memory Access (RDMA)

Attached JEP draft is for bug 8195160 https://bugs.openjdk.java.net/browse/JDK-8195160. Please review it and let us know your feedback. This effort is to enhance the Java Socket API to support Remote Direct Memory Access (RDMA) using the rsocket protocol on the Linux-based platforms.
