Review: ScheduledService

Here's another one that needs review. The patch supplied with the issue is pretty detailed (its the whole implementation + documentation). The big thing to look for here is going to be semantic incompatibilities with Service (I don't think there are any) or any weirdness in the API. There are some pretty cool features on this class, I think.
