Building Javadoc in the OpenJFX distribution

Hi Tom,
most of the sources are not yet provided, but most of the public API 
which constitutes the documentation is already open-sourced. So I think 
it would make perfect sense to let users check their javadoc if they 
decide to contribute an API modification.
