SWT build dependency

Well who says it has to be in the SWT project? If there's a project
let's name it "eclipsefx" (and Oracle is part of the project team at
least to maintain the SWT-Bridge code) which holds tooling and runtime
it could be part of this project and by default a) & b) would be
provided because all projects at a eclipse provide stuff with
OSGi-Meta-Data and a p2 repository to consume the bits.
