Tooltip for disabled controls

Hi,
alternative: add an enum TooltipVisibility{Mode}
enum TooltipVisibility{
  None,
  WhenEnable,
  WhenDisable,
  Always,
.....
}

and add TooltipVisibility tooltipVisibility property
