CFV: New OpenJFX Committer: Seeon Birger

I hereby nominate Seeon Birger to OpenJFX Committer.
Seeon is a member of the Embedded Device team, which means he works across various aspects of the platform, but in particular, Lens and Virtual Keyboard.
