CFV: New OpenJFX Committer: Alexander Zvegintsev

I hereby nominate Alexander Zvegintsev (OpenJDK user name: alexz) to 
OpenJFX Committer.

Alexander is a primary maintainer of Gtk port of Glass (windowing 
toolkit for JavaFX), and also an active contributor to other Glass 
platforms. Here is the list of Alexander's changes so far:
