CFV: New OpenJFX Committer: Petr Pchelko

I hereby nominate Petr Pchelko to OpenJFX Committer.

Petr is a member of AWT group and an active contributor to JDK8 and 
OpenJFX projects. His primary areas of responsibility are AWT, Glass, 
and Mac OS X. Here is a list of his recent commits to OpenJFX:
