hg: openjfx/8/graphics/rt: RT-28746 Need to tighten the specification to restrict the value for face smooth group from 0 to 31

Hi August,

    This went into the main line so it should be in the weekly build 
release. The restriction is to match the current mesh implementation but 
we plan to lift or loosen it the near future. In fact there is already a 
JIRA filed immediately the tightening of face smoothing group value is 
enforced.
