Has adding attachments in Jira stopped working?

This problem exists since more than 6 months. There are various threads 
on this list talking about it.

I personally find it very disturbing. If it is not granted to default to 
anybody it should be added for people who contribute on a regular base.

I've myself always send my patches, ... to the person assigned to the 
defect (in my case most of the time Jonathan).
