RT-30352:  Disable or remove Direct3D9Ex due to performance issues and functional bugs
1) JavaFX application starts to flicker on mouse move and actions after returning from screen lock
2) Regression in SpiralText in hw pipeline caused by enabling DirectX 9Ex
