CFV: New OpenJFX Committer: Mark Howe

I hereby nominate Mark Howe (OpenJDK user name: mhowe) to OpenJFX Committer.

Mark is a member of JavaFX deployment team at Oracle. Most of Mark's 
changes are in the JavaFX pacakager:

  hg log -u "mhowe"
