FX 8 Dev Dashboard in JIRA

All,

As you know we are in the endgame of FX 8 (aka "Lombard") for JDK 8. 
Here is the Dashboard we are using on the engineering side to track our 
bugs:

The main table is the one in the upper left of the dashboard which shows 
open bugs by priority assigned to each engineer. Also useful are the Pie 
charts that show untriaged (New) bugs and deferral requests.

We need to get the list of open bugs down to near zero (*) by ZBB, 
either by fixing them or deferring them. The only bugs that should be 
left when we hit ZBB are those bugs filed within the last 7 days, and 
javadoc/test bugs.
