Hovering and Tooltips are exclusive?

Another question I'd like to ask about tooltip is why is it not derived
from Node?

A related issue is, I would like to be able to call
setMouseTransparent(true). I think that would be of value. Most times I
want the tooltip to be just an information popup that doesn't mess, by
grabbing mouse events, with the real user interface beneath it.
