In(Sanity) Testing Mondays

As a final reminder, we are still in rampdown mode for 8u40 until the 
repo reopens at 1pm PST on Monday. It's OK to push javadoc and test 
changes (and IDE changes) without approval, but any build or code 
changes need a +1 from David or me, although we are not expecting any 
more code changes for 8u40.
