Improperly triaged bugs

The following is a list of "improperly triaged" bugs that have been 
moved out of the new state, and are open with an EMPTY fix version.

This is an invalid state for a bug, so I am going to set all of them to 
"9" unless I know of a reason it must be fixed sooner. The assignee 
should feel free to move it to 8u20 if they would like to fix it in that 
release.
