RT-36838: In impl_reapplyCSS, don't reapply css in the middle of an update. Rather, mark the cssFlag as REAPPLY and let the reapply happen on the next pulse via impl_processCSS. Ensure also that RT-36995 doesn't happen by calling impl_reapplyCSS on the menu-item container when menu items are added or removed.
