Accelerators - odd behavior

I should note that KeyCodeCombintation(KeyCode.EQUALS,
KeyCombination.CONTROL_DOWN, KeyCombination.SHIFT_DOWN)
is undesirable as it requires knowledge of the keyboard layout that
shouldn't be required.
