[9] review request: RT-39785: Remove deprecated builders module from JavaFX runtime

Please review the following change for FX 9 to remove the deprecated 
builders [1].

Note that this fix will go directly into 9-dev and will *not* go into 8u 
making it the first substantive difference between 9 and 8u, although 
the bulk of the diffs are limited to one class in the fxml module, so it 
is not likely to lead to merge conflicts.
