review: Refactor systemTests for clear separation of tests

tested using:  gradle -PFULL_TEST=true :systemTests:test
as well as a full tests.

There are intermittent issues with timeouts in some of the Monocle tests that I believe were there before this refactor. I am continuing to look at this issue but would deal with that in a separate bug.
