Most definitely. Perhaps by opening up the OpenJDK JIRA issue tracker
a bit. I myself have submitted a few bugs, but could not contribute
further because I don't have access.

I found contribution to Jenkins much easier because it was easy to
create a user account on their JIRA issue tracker.
