Changes for October 2018 CPU release synced into FX 8u-dev

All,

As a heads-up I have synced the FX 8u192 changes from the just-released  
October 2018 CPU release into 8u-dev. For those who are interested, here 
is the aggregate webrev for the fixes, for those who don't want to wade 
through all 66 changesets, most of which are merge or tagging changesets:
