[11-dev] RFR: Request to sync October 2018 CPU changes into FX 11-dev

By way of background, Johan and I have decided to use the existing 
11-dev repo to accumulated fixes for 11.x update releases. Fixes will 
need approval by either Johan or myself. We will send out the guidelines 
for approval to get fixes to 11-dev.

Johan: As an initial set of fixes, I request approval to sync the jfx-11 
backports from the just-released October 2018 CPU release into 11-dev. 
Here is the aggregate webrev for the fixes:

This is identical to the just-posted jfx-dev webrev except for an 
additional fix to javapackager, since javapackager sources have been 
removed from the mainline jfx-dev repo.
