Changes for January 2019 CPU release synced into FX 8u-dev

As a heads-up I have synced the FX 8u201 & 8u202 changes from the 
just-released January 2019 CPU release into 8u-dev. For those who are 
interested, here is the aggregate webrev for the fixes, for those who 
don't want to wade through all 55 changesets, most of which are merge or 
tagging changesets:
