[11] RFR: Request to backport January 2019 CPU changes into 11-dev

Hi Johan,

I request approval to backport the changes from the just-released 
January 2019 CPU, along with two changesets to update libjpeg to version 
9c (I discovered that I forgot to include them on the earlier list of 
fixes to backport, else they could have been done ahead of time).

1. Update to libjpeg 9c

The following two bugs were pushed into jfx-dev for FX 12:
