JavaFX 11 updates moving to GitHub on Wed, Apr 28

The JavaFX 11 updates repo is moving from HG to GIT on Wednesday, April 
28, and will be hosted on GitHub in the openjdk group alongside the 
mainline jfx repo, the mainline jdk repo, and many other OpenJDK repos. 
The Skara tooling will be enabled as part of this transition.

Most developers do not need to do anything as a result of this move, 
since the JavaFX 11 updates repo is for limited-content releases, and 
only accepts approved backports of important bug fixes.

The details of the migration are below for those who are interested.

The JavaFX 11 updates project is currently using the following hg repo:

https://hg.openjdk.java.net/openjfx/11-dev/rt

This is the last active OpenJFX repo still using Mercurial.

It is moving to the following git repo:

https://github.com/openjdk/jfx11u

This repo is already live on GitHub as a read-only mirror of the hg repo.

Timeline:

1. Over the next couple of days I will backport a few fixes needed prior 
to the switch to GIT.

2. Wednesday, Apr 28, 15:00 UTC : no more changes should be pushed to 
the HG repo; it should be considered read-only from that point on (and 
will be locked soon after that).

3. Wednesday, April 28, about 19:00 UTC : The jfx11u GIT repo will go 
live with the Skara tooling enabled. This will include the creation of a 
`.jcheck/conf` file as part of the transition. I will send an 
announcement when jfx11u is open.
