I filed [JDK-8264219](https://bugs.openjdk.java.net/browse/JDK-8264219) to track this. We don't use that script, and I have no good way to test it. Maybe someone in the community could pick it up.

The dependency on Windows SDK 7.1 has been eliminated; I noted that in the bug report.
