RFR: 8273743: KeyCharacterCombination for "+" does not work on US QWERTY keyboard layout [v2]

Martin Fox has updated the pull request incrementally with two additional commits since the last revision:

 - Add manual test for KeyCharacterCombination
 - Handle same character appearing on multiple keys
