I had added a [comment](https://github.com/openjdk/jfx17u/pull/28#discussion_r787632463), asking about the same. To confirm, if the parent or the backport issue has any [build and test related labels](https://github.com/openjdk/jfx/pull/414#issuecomment-789709510), it should be skipped. Is my understanding correct?
