WebView missing resource

Is this an issue with WebView, my code, both?

I’m just testing out some WebView things in a new modular app on Java 17.0.1 (Azul’s Zulu build with JavaFX included).  Noticing a lot of issues actually.. I’ll have to search the bug tracker to see if they are known.
