This seems fine. I see that the [jdk](https://github.com/openjdk/jdk) repo already enables [manually triggering the GHA workflow](https://github.com/openjdk/jdk/blob/master/.github/workflows/main.yml#L33). I tested it in my repo and it works as expected.
