RFR: 8314064: Enable building JavaFX on native Windows AArch64 (ARM64) [v2]

> This PR enables building for 64-bit ARM on Windows ARM machines. Tested on a Windows 11 ARM virtual machine running under Parallels on an Apple Silicon Mac. The ARM version of JDK 17 was provided by Microsoft.

Martin Fox has updated the pull request with a new target base due to a merge or a rebase. The pull request now contains two commits:

 - Merge remote-tracking branch 'upstream/master' into winarmbuild
 - Can now build for ARM64 on Windows ARM machine
