RFR: 8304665: Change to Xcode12.4+1.1 devkit

This bumps the build number for the devkit we use for our CI builds to match what the JDK did in openjdk/jdk#11869 to fix [JDK-8299693](https://bugs.openjdk.org/browse/JDK-8299693) to resolve a build issue on macOS 13.x Ventura. There are no changes in Xcode itself.
